Masters in Public Economy / Senior Management Specialist
As an economist, Yves Gerard Olivier earned his master’s in Economic Sciences at the Center for Economical Research and Instruction in Mexico (Centro de Investigación y Docencia Económicas, A.C. (CIDE)). He ran the AKSE (Collective Action for Security against Exploitation) Project as Deputy Director and Director of Operations at Futures Group Global Outreach and CARE during more than two years. He holds almost eighteen years of experience during which he has acted as Administrative Director, Logistics Officer, and Financial Officer for national and international institutions, like the Haitian National Police (HNP) and the Organization of American States (OAS). During his time at the upper echelon these institutions, he helped solve various challenges (demonstrated great leadership) and revealed himself as a real added value to the teams.
He led for almost all those institutions the establishment of new administrative procedures which resulted in (facilitating) smoother implementation and conduct of operations. Under his leadership, strategic plan emphasized on perspectives, (problems anticipating) and proactive problems solving. He believe that targeting challenges, setting goals (aiming) and reaching results are non-negotiable parts of a good system of management, while at the time struggling against corruption. As a concrete exemples, Mr. Olivier led to:
• improvements in the administration of Haitian National Police (HNP), including the Direction for the Administration of the Penitentiary (Penitentiary Administration Directorate) (DAP). These improvements were marked by filtering the institution’s pay slips, and the return of more than 100 million gourdes checks to the Treasury. During this time, more than 3,000 new police officers graduated, and (tens) dozens of police precincts were rehabilitated or rebuilt in order to reinforce the institution’s capacities. Finally, through Mr. Olivier’s dynamic efforts, the HNP’s (General Directorate) General Direction offices was temporarily relocated since its offices were destroyed during the 2010 earthquake.
• implementation and operationalization of the OAS’s equipment registration and the newly digitalized voters card linked to the preparation of the 2006 electoral process through the reception and recuperation of those and providing safe storage and good distribution system to them.
• implementation and operationalization of the AKSE Project for almost three years through two organizations.
After working for both the public sector and the international community, Now, Mr. Olivier’s goal for the next decade is to use his core values and his more than 20 years experiences, to become a national level facilitator and adviser, using his skills, knowledge, connections and access (values) to help startups and small businesses implemented business process to reach greater autonomy and dignity (in) for the benefit of the most vulnerable people. On the ground and in the trenches toward that cause!!!
